Education/
Qualifications:
1.
Bachelor's degree in, Safety Sciences, Environmental Health, Occupational Safety or related discipline or minimum of 5 years equivalent experience in the oil and gas industry.
2.
Minimum of 2 years' experience in the Safety Field (preferred)Requirements/Skills:
1.
Working knowledge of oil and gas Industry.
2.
Basic knowledge of federal and state regulations (OSHA, EPA, PADEP).
3.
Strong computer skills (Microsoft Office Suite).
4.
Strong analytical, problem solving and time management skills.
5.
Must be flexible around work schedule and can travel.
6.
Must be willing to accept phone calls or respond/dispatch out to site with short notice all hours and days of the week.
7.
Valid driver's license with clean MVR.
8.
Good communication skills and the ability to work successfully with a wide variety of people at different levels within the organization.
Job Duties and
Responsibilities:
This position reports to the Vice President of Health, Safety, & Environmental with reporting duties to the assigned Regional Managing Directors.
The HSE Manager will serve Keystone's operations throughout Pennsylvania, Ohio, West Virginia, and other states across the USA as needed.
Management of the Health, Safety and Environmental (HSE) Compliance Program of the Company, which will include, but will not be limited to:
1.
Conduct site inspections to audit compliance with requisite HSE procedures and generate reports and recommendations based on findings.
2.
Prepare and/or update the written HS&E policy and procedures of the Company under the direction of the Vice President of HSE.
3.
Assist in the completion of incident investigations and the preparation of Incident Reports and Root Cause Analysis Reports (as needed) and track and evaluate incident data and assist in the development of corrective actions and oversee their implementation.
4.
Manage HSE aspects of all Company operations, with goal of maintaining regulatory compliance and instilling behavioral based safety practices.
5.
Manage and update OSHA Logs and prepare reporting.
6.
Manage Keystone Online Training Modules and update as necessary to maintain compliance with ISNET, PICs, and PEC.
7.
Assist in management of ISNET, Avetta, and PEC to meet compliance with clients' HSE requirements.
8.
Assist with the development, management and cultural practices of training programs that keep the Company focused on and meeting its Goal Zero commitment.
9.
Assist with the Company's training matrix.
10.
Manage client requirements and attend HSE meetings as necessary.
11.
Assist operations team with preparation and delivery of KPI Reporting as required for each client.
12.
Conduct/facilitate new hire HSE trainings as required.
13.
Assist in developing new procedures to reduce safety-related incidents; develops modifications to operating that reduce risk; and supports operational changes being made to improve efficiency.
14.
Support the Company's on-going Management and Supervisor development and training program.
15.
Review and mitigate accidents and near misses, plan and manage safety training, enforce job safety meetings and monthly safety topics.
16.
Conduct KEYS Evaluations to advance employees and ensure safety/operational knowledge.
17.
Other duties as assigned.
In addition to the above, it should be noted that the HSE Manager will be asked to remain available and on-call at times to respond to or deploy to project/site exigencies and/or emergency situations, or respond to incidents or accidents, as appropriate to assist senior management.
The HSE Manager may also be asked to attend client meetings, industry conferences, and roundtable workgroups to keep abreast of industry- and customer-standard and emerging policies and trends to maintain HS&E compliance as it affects all the Company's operations.
Overnight travel will be required at times.
